In some states, construction is not considered an essential service, so if you\u2019re in the process of building a home, you\u2019ll inevitably face delays.<\/p>\n<p>If you\u2019re a buyer about to embark on a new-construction home search, you may struggle there as well. Recent data shows that <a href=\"https:\/\/www.cnbc.com\/2020\/04\/16\/us-housing-starts-march-2020.html\">US home construction collapsed 22.3%<\/a> in March, thanks to the coronavirus. This is in part because exposed wiring or insulation will start to degrade quickly if workers just leave a job site and don\u2019t return for weeks.<\/p>\n<p>In Eden Prairie, Minnesota, for example, where top-selling real estate agent <a href=\"https:\/\/www.homelight.com\/agents\/jack-barkley-mn-20050252\">Jason Barkley<\/a> works, \u201creal estate is exempt from the Governor\u2019s shelter-in-place order,\u201d he says.<\/p>\n<p>However, that\u2019s not the case everywhere.<\/p>\n<p>During Michigan\u2019s shutdown, which lifted in early May, only very limited construction was allowed (and those limitations did not include new-construction home builds). <a href=\"https:\/\/www.homelight.com\/agents\/jeff-todd-mi-6502366093\">Jeff Todd<\/a>, a real estate agent with 36 years of experience in Rochester Hills, Michigan, told us in the thick of the state shutdown: \u201cWe are essentially at a standstill.\u201d Michigan allowed certain types of construction during the shutdown (road construction, infrastructure, or construction required to maintain an existing home\u2019s safety or sanitation), but not new home construction.<\/p>\n<p>In <a href=\"https:\/\/www.enr.com\/articles\/49013-state-by-state-coronavirus-construction-status-updates\">New York, Pennsylvania, and Washington<\/a>, construction is not considered an essential service in the time of coronavirus and has ground to a halt. In other states, such as Colorado, Massachusetts, and Todd\u2019s state of Michigan, construction during shutdowns is allowed, or allowed in limited capacities, but some cities and counties within those states have tighter restrictions.<\/p>\n<p>Even in states where construction is still happening, new construction has taken a hit. \u201cBuilders have been able to move forward, but the virus has had an impact, obviously,\u201d says Barkley. \u201cBefore the virus, builders were having the best years they could have.\u201d But since the virus struck, \u201cthere\u2019s been a slowdown.\u201d<\/p>\n<h2><b>Health and safety concerns<\/b><\/h2>\n<p>There are many <a href=\"https:\/\/www.homelight.com\/move-safe\">health and safety considerations<\/a> these days, and each one has the potential to slow down the new construction process.<\/p>\n<p>When it comes to buying a new construction home, the virus has changed a few steps of the process, says Barkley. \u201cIf you\u2019re building from scratch, the design center appointments were always a fun meet-and-greet for everyone,\u201d he says. \u201cBuyers would go through the process of making their selections, and there may have been a few others in the design center making their selections at the same time.\u201d<\/p>\n<p>But that\u2019s all changed now, Barkley says. Nowadays, as a health and safety measure, buyers can only enter the design center by appointment, and they can\u2019t bring their family and friends with them to help make decisions.<\/p>\n<p>Other health and safety concerns impact your home during construction. The people working on your house are going to need to stay safe, of course, so there may be some understandable delays as workers take more time to wash hands or use hand sanitizer, dress in their protective gear, or even self-isolate if they believe they\u2019ve been exposed to the virus.<\/p>\n<p>Another change that has been made in the wake of the virus is the walk-through process as you build. \u201cThings like drywall or electrical walk-throughs, and most important of all \u2014 <a href=\"https:\/\/www.homelight.com\/blog\/buyer-what-to-look-for-in-final-walkthrough-new-construction\/\">the final walk-through<\/a> \u2014\u00a0 have changed significantly,\u201d says Barkley. \u201cThe final walk-through used to be a three-hour event. The buyer and a representative for the builder would go through every single thing in the house together.\u201d<\/p>\n<p>Since the virus emerged, \u201cThe builders have taken the time to put together videos that they email to the buyer,\u201d Barkley says. The videos explain how the HVAC system and water softening systems work, for example. \u201cInstead of a three-hour event, the final walkthrough is about 30 minutes now,\u201d says Barkley. \u201cThe buyer is just looking for defects in the house before it closes \u2014 instead of a combination of looking for defects and learning how the systems work in the home.\u201d<\/p>\n<figure id=\"attachment_16475\" aria-describedby=\"caption-attachment-16475\" style=\"width: 700px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/www.homelight.com\/blog\/wp-content\/uploads\/2020\/05\/new-construction-coronavirus-hat.png\" target=\"_blank\"><img decoding=\"async\" width=\"666\" height=\"381\" src=\"https:\/\/www.homelight.com\/blog\/wp-content\/uploads\/2020\/05\/new-construction-coronavirus-hat-666x381.png\" class=\"attachment-content size-content\" alt=\"A hat used for new construction during coronavirus.\" srcset=\"https:\/\/www.homelight.com\/blog\/wp-content\/uploads\/2020\/05\/new-construction-coronavirus-hat-666x381.png 666w, https:\/\/www.homelight.com\/blog\/wp-content\/uploads\/2020\/05\/new-construction-coronavirus-hat-64x37.png 64w, https:\/\/www.homelight.com\/blog\/wp-content\/uploads\/2020\/05\/new-construction-coronavirus-hat-128x73.png 128w, https:\/\/www.homelight.com\/blog\/wp-content\/uploads\/2020\/05\/new-construction-coronavirus-hat-192x110.png 192w, https:\/\/www.homelight.com\/blog\/wp-content\/uploads\/2020\/05\/new-construction-coronavirus-hat-432x247.png 432w, https:\/\/www.homelight.com\/blog\/wp-content\/uploads\/2020\/05\/new-construction-coronavirus-hat-500x286.png 500w, https:\/\/www.homelight.com\/blog\/wp-content\/uploads\/2020\/05\/new-construction-coronavirus-hat.png 700w\" sizes=\"(max-width: 666px) 100vw, 666px\" \/><\/a><figcaption id=\"caption-attachment-16475\" class=\"wp-caption-text\"><\/a> Source: (\u00dcmit Y\u0131ld\u0131r\u0131m \/ Unsplash)<\/figcaption><\/figure>\n<h2><b>Potential labor shortages<\/b><\/h2>\n<p>Health and safety delays are one thing, but if people who are working on your house get sick, or if your builder has to lay off workers because of the economic fallout, that might seriously derail your timing.<\/p>\n<p>As of mid-March, construction employment had dipped by 29,000 jobs, according to the <a href=\"https:\/\/eyeonhousing.org\/2025\/10\/how-covid-19-reshaped-the-u-s-labor-market-and-housing-demand\/\">National Association of Home Builders<\/a>. Residential construction employment decreased by 4,300 in March, after a revised increase of 24,100 in February.<\/p>\n<p>That\u2019s a big problem because even when the economy was chugging along, many areas of the country already suffered from a labor shortage. Barkley says that in Minnesota, they\u2019ve had a labor shortage for years that has impacted new construction build times.<\/p>\n<p>\u201cSome of the big national builders here have had trouble keeping enough framing crews on hand to keep up with demand,\u201d he says. \u201cWhen there was plenty of labor, big national builders could build a house in four months \u2014 now, they\u2019re saying about six to nine months.\u201d<\/p>\n<p>On the other hand, with unemployment spiking, there may be plenty of laborers ready and willing to take on work, which would ultimately speed up build times. \u201cWe will see what happens,\u201d says Barkley. \u201cObviously, things have changed, and people are looking for work now.\u201d<\/p>\n<h2><b>Likely supply shortages<\/b><\/h2>\n<p>The virus has had an enormous impact on the global supply chain.<\/p>\n<p>According to <a href=\"https:\/\/www.constructiondive.com\/news\/6-ways-the-coronavirus-outbreak-will-affect-construction\/574042\/\">Construction Dive<\/a>, U.S. builders look to China for everything from steel and stone to millwork and plumbing fixtures. The virus has slowed and shut down factories in China and around the world, impacting production.<\/p>\n<p>As a result, builders might not have all the materials they need to finish homes on time \u2014 or new construction buyers may find that they have to cut some corners or compromise on the kinds of materials they use in their new home.<\/p>\n<p>On a related note, construction materials have been, and continue to be, expensive \u2014 and a short supply of materials may increase their price over time.<\/p>\n<p>\u201cI was speaking with a builder about a week ago and he said the challenge with new construction is materials are so expensive that you really can\u2019t build a small, <a href=\"https:\/\/www.homelight.com\/blog\/buyer-coronavirus-first-time-homebuyer\/\">first-time home<\/a>,\u201d says Todd.<\/p>\n<blockquote><p>\u201cNew construction builders can\u2019t make any money on a 1,200 square-foot ranch. Materials, labor cost and lots are too expensive \u2014 a builder has to build a house twice that size to make any money.\u201d<\/p><\/blockquote>\n<p>Additionally, many manufacturing facilities around the world are prioritizing essential items, and some of the construction materials needed for new construction homes may not be considered essential, inevitably delaying build time.<\/p>\n<h2><b>Financing disruptions<\/b><\/h2>\n<p>The coronavirus has disrupted nearly every aspect of American life, and that includes financing for homebuyers. Because the virus has put so many workers on unsteady footing, some lenders are imposing <a href=\"https:\/\/www.homelight.com\/blog\/buyer-mortgage-overlay\/\">overlays<\/a>. In other words, many lenders are tightening their lending standards.<\/p>\n<p>Depending on when and through whom you applied for your loan, you may find you <a href=\"https:\/\/www.homelight.com\/blog\/buyer-credit-score-to-buy-a-house\/\">suddenly need a higher credit score<\/a>, or a bigger down payment, than you did before.<\/p>\n<p>Todd says that the standard credit score for lending \u201cused to be a minimum score of 620 or 640 \u2014 but the last report I heard was 700.\u201d The good news, says Todd, is that the brokers in his network expect the credit score requirement to return to 620 or 640 again soon once stay-at-home restrictions are lifted. \u201cThey expect it to go back to normalcy in the next two to four weeks.\u201d<\/p>\n<p>Still, there are ways you can protect yourself from changing lending requirements.<\/p>\n<p>As you choose the finishes for your home, try to be as frugal as you can with upgrades \u2014 and be moderate with your price in the first place. This way, if your approved loan amount changes, you\u2019re not forced to abandon a home because it was at the top of your price range.<\/p>\n<p>Barkley recommends all buyers educate themselves on the homebuying process. \u201cKnow what your credit score is. Know your options. Currently, some states (like <a href=\"https:\/\/www.nytimes.com\/2020\/04\/10\/travel\/coronavirus-us-travel-driving-restrictions.html\">Arizona and Kentucky<\/a>) require that all out-of-towners quarantine for 14 days.<\/p>\n<p>In other states, like Connecticut, out-of-state travel is strongly discouraged by the governor (though not technically illegal.)<\/p>\n<p>Depending on how tight restrictions are in your area, you may also struggle to hire a moving crew during the pandemic. If you do hire movers, make sure you ask them to wear masks and gloves while working in your home.<\/p>\n<p>Leave all doors and cabinets open and all lights on in order to limit the surfaces they touch. When everything is in your home and the movers leave, wipe down surfaces and doorknobs with an EPA-registered disinfectant.<\/p>\n<p>The coronavirus has undoubtedly impacted new construction, but with a little patience and perseverance, you will still be able to build and move into the new construction home of your dreams.<\/p>\n<p><em>Header Image Source: (Curtis Adams \/
