You share your budget, what you\u2019re looking for, and the neighborhoods you\u2019re considering.<\/p>\n<p>In an ideal world, your agent listens carefully and then sends you every listing that could possibly fit your list of must-haves. Their recommendations are guided by your actual needs rather than their own preconceived notions about what they think you might need. They patiently answer your questions and guide you to community resources that can help you make the best decision for you and your family.<\/p>\n<p>Unfortunately, this ideal experience isn\u2019t how things pan out for a lot of homebuyers in the United States, <a href=\"https:\/\/www.huduser.gov\/portal\/periodicals\/cityscpe\/vol17num3\/ch1.pdf\">especially minorities<\/a>.<\/p>\n<p>Real estate agents have a long history of steering buyers toward certain neighborhoods based on race, color, religion, and other discriminatory factors. In fact, steering is one of the big reasons for the widespread neighborhood segregation we see in the U.S., even today, despite the <a href=\"https:\/\/www.washingtonpost.com\/archive\/politics\/1979\/04\/18\/high-court-rules-neighbors-may-sue-real-estate-agents-for-racial-steering\/13e2972a-77fa-435d-b246-5525d6c45350\/\">Supreme Court finding in 1979<\/a> that the practice violates the <a href=\"https:\/\/www.hud.gov\/helping-americans\/fair-housing-act-overview\">Fair Housing Act<\/a>.<\/p>\n<p>But what exactly is steering in real estate, and how does it play out across communities? Both buyers have similar financial profiles and similar needs for their future homes. The agent sends the white buyer 40 listings in 5 different communities, all of which are predominantly white. The agent sends the Black buyer 22 listings in 3 communities, all of which are racially mixed or predominantly Black.<\/p>\n<p>(In fact, the above scenario is an example of how researchers go about determining whether and how prevalent the practice of steering is, using a method known as \u201c<a href=\"https:\/\/www.huduser.gov\/portal\/sites\/default\/files\/pdf\/HDSAnalyzing-Racial-and-Ethnic-Steering.pdf\">paired testing<\/a>.\u201d)<\/p>\n<p>This is how steering often plays out. Agents direct clients to neighborhoods based on their race.<\/p>\n<p>In practice, this means that white buyers are often given more housing options and advised against moving to diverse neighborhoods. Black buyers tend to be given fewer options, and they are steered toward predominantly Black or mixed-race neighborhoods.<\/p>\n<p>Steering is illegal under the Fair Housing Act (more on that later). Real estate agents are <a href=\"https:\/\/www.nar.realtor\/fair-housing-act\">required<\/a> to offer equal professional service to all homebuyers, no matter their race, religion, color, disability, national origin, sex, or familial status.<\/p>\n<h3>What steering is<\/h3>\n<p>Steering is usually practiced by real estate agents in one of two major ways:<\/p>\n<ol>\n<li aria-level=\"1\">Counseling clients to buy in certain neighborhoods or towns based on their race.<\/li>\n<li aria-level=\"1\">Not showing clients all of their relevant home options based on their race.<\/li>\n<\/ol>\n<p>Although steering can be done in many different \u2014 and often insidious \u2014 ways, most steering behavior typically falls under one of these two categories.<\/p>\n<h3>What steering can look like in practice<\/h3>\n<p>Let\u2019s take a look at how steering can shake out in real life. Here are a few examples of ways agents can steer their clients.<\/p>\n<ul>\n<li aria-level=\"1\">Showing more listings to white homebuyers than minority homebuyers.<\/li>\n<li aria-level=\"1\">Assuming clients want to live in neighborhoods predominated by people of their own race, and only showing them homes in those neighborhoods.<\/li>\n<li aria-level=\"1\">Discouraging white clients from living in minority areas for \u201csafety\u201d reasons (or using other euphemistic language, like \u201cyou don\u2019t want to live there; they have really bad schools.\u201d)<\/li>\n<li aria-level=\"1\">Disclosing neighborhood safety concerns \u2014 such as a recent rash of break-ins \u2014 to white homebuyers, but not doing the same for minority homebuyers.<\/li>\n<li aria-level=\"1\">Disparaging minority communities to white clients.<\/li>\n<\/ul>\n<p>Basically, if an agent isn\u2019t giving equal, professional service to their clients, and if they\u2019re making assumptions about what buyers of different races want without explicit direction from those buyers, then they\u2019re in danger of steering.<\/p>\n<h3>What steering isn\u2019t<\/h3>\n<p>Real estate agents are required to offer equal professional service to homebuyers, and the more they do that, the more they steer clear of steering.<\/p>\n<p>How do agents offer equal professional service? By giving buyers options and presenting them with objective information so they can make their own informed decisions.<\/p>\n<h4>Giving buyers options<\/h4>\n<p>\u201cOkay,\u201d you might be wondering \u2014 \u201cbuyers should be given options\u2026 but aren\u2019t buyers also allowed to have preferences?\u201d<\/p>\n<p>Of course, they\u2019ll have preferences, and <strong>it\u2019s important for agents to give buyers all their options<\/strong> within their home criteria, and let the buyer steer the decision about which neighborhood and house is the best fit.<\/p>\n<p>If a buyer wants to buy a home in a certain school district or near a particular place of worship, that\u2019s usually not a form of steering, as long as the buyer is the one driving those decisions.<\/p>\n<p>A good agent should cast a wide net for the buyer and let the buyer narrow down the options based on their preferences.<\/p>\n<h4>Offering buyers objective information<\/h4>\n<p>There\u2019s nothing wrong with an agent informing their clients about the different neighborhoods in an area. That\u2019s <a href=\"https:\/\/www.homelight.com\/blog\/buyer-buyers-agent\/\">part of an agent\u2019s job<\/a>!<\/p>\n<p>Strong agents are extremely knowledgeable about their cities, and they understand the ins and outs of each neighborhood like the backs of their hands. That\u2019s why buyers hire them; for their market expertise.<\/p>\n<p>That said, it\u2019s not an agent\u2019s job to impose their personal opinion onto a buyer\u2019s journey. That\u2019s where objective information comes in. <strong>Agents should offer up objective information and resources<\/strong> to buyers about local schools, crime and safety, and other important community data. That way, no biases come into play, and buyers can make their own informed decisions.<\/p>\n<p>Where agents often get into trouble with steering is by warning some buyers (typically white buyers) to avoid certain neighborhoods because of so-called high crime and poor schools. Or perhaps an agent says something like, \u201cyou won\u2019t like it there; it\u2019s seedy at night.\u201d<\/p>\n<p>These kinds of comments can amount to steering and other discriminatory practices (more on those later).<\/p>\n<div id=\"section--2\" data-toc-header=\"How prevalent is steering?\" data-toc-type=\"head\"><\/div>\n<h2>How prevalent is steering in real estate?<\/h2>\n<p>Unfortunately, steering is incredibly common in the world of real estate. The practice has been well documented for decades, with <a href=\"https:\/\/www.jstor.org\/stable\/795720\">studies on steering and its effects on communities surfacing as early as 1976<\/a>.<\/p>\n<p>Since the late 1970s, the Department of Housing and Urban Development (HUD) has studied steering by sending test pairs of buyers out in cities across the U.S. to measure how they\u2019re treated by agents.<\/p>\n<p>The <a href=\"https:\/\/www.huduser.gov\/portal\/publications\/fairhsg\/hsg_discrimination_2012.html\">most recent HUD study<\/a>, released in 2013, found that even when white and Black buyers had equal financial qualifications, \u201cwhite home-seekers are more likely to be more favored than minorities. Most importantly, minority home-seekers are told about and shown fewer homes and apartments than whites.\u201d<\/p>\n<p>An<a href=\"https:\/\/projects.newsday.com\/long-island\/real-estate-agents-investigation\/\"> investigation by Newsday in Long Island<\/a> revealed similar findings: \u201cAltogether, agents provided white testers an average of 50% more listings than they gave to black counterparts \u2013 39 compared with 26,\u201d they shared.<\/p>\n<p>Black participants in the Newsday investigation were shocked and disappointed to learn that they\u2019d been treated discriminatorily by agents.<\/p>\n<p>\u201cI would have no idea, without this testing, that there was even a difference between what was provided. My assumption would be that everybody would be provided with the same listings based on their economic and geographic requirements,\u201d said <a href=\"https:\/\/www.linkedin.com\/in\/martinehackett\/\">Martine Hackett<\/a>, a tenured professor of public health at Hofstra University, who was met with disparate treatment from agents three times during the investigation.<\/p>\n<p>\u201cTo have the options be limited in that way makes me think about what options are available that people might not know about. And who\u2019s making those choices?\u201d she wondered.<\/p>\n<p>The subtlety and secrecy of steering are among the reasons it\u2019s hard for buyers to call out the behavior. Most buyers would have no idea they\u2019d been steered. How would you even know you\u2019d been given fewer options than another buyer?<\/p>\n<p>To compound matters, a lot of the time, real estate agents don\u2019t even realize they\u2019re steering! This type of bias is often unconscious, and the agent believes they\u2019re just trying to serve the needs of their buyers as best they can. Therein lies the pervasiveness and insidiousness of steering.<\/p>\n<h3>Steering contributes to de facto segregation<\/h3>\n<p>The practice of steering is so prevalent, it works as a tool of de facto segregation. What does that mean?<\/p>\n<p>Well, many Americans like to think of segregation as ancient history \u2014 something that we learn about in history books, an old story told through black and white photos.<\/p>\n<p>But the reality is, the United States is still very much segregated, and steering plays a big part in that segregation. In fact, studies show <a href=\"https:\/\/www.usnews.com\/news\/the-report\/articles\/2018-04-20\/us-is-still-segregated-even-after-fair-housing-act\">America is still nearly as segregated as it was 50 years ago<\/a>, when the Fair Housing Act was signed.<\/p>\n<p>A recent <a href=\"https:\/\/nationalfairhousing.org\/resource\/2025-fair-housing-trends-report\/\">report from the National Fair Housing Alliance<\/a> showed an 8.45% increase in complaints alleging discrimination based on national origin from 2023 to 2024. \u201cHousing discrimination continues to shape people\u2019s access to opportunity, perpetuate segregation, and undermine economic security for millions of individuals and families throughout the United States,\u201d the report said.<\/p>\n<p>This segregation ultimately has a huge impact on communities.<\/p>\n<div id=\"section--3\" data-toc-header=\"The consequences of steering on minority communities\" data-toc-type=\"head\"><\/div>\n<h2>The consequences of steering on minority communities<\/h2>\n<p>Okay, so we know that steering happens, that it\u2019s prevalent, and that it\u2019s contributing to neighborhood segregation across the U.S. But how does steering actually affect marginalized homebuyers in the U.S.?<\/p>\n<p>Unfortunately, steering has far-reaching negative effects for minority homebuyers, especially Black people.<\/p>\n<h3>Fewer housing options<\/h3>\n<p>One obvious effect of steering is that it reduces the housing options of minority buyers. Studies find that Black buyers are consistently shown fewer listings by real estate agents, limiting their housing selections.<\/p>\n<p>The National Association of Real Estate Brokers (NAREB) shared in the <a href=\"https:\/\/virginiarealtors.org\/2025\/02\/19\/nareb-2024-state-of-housing-in-black-america\/\">2024 State of Housing in Black America<\/a> report that the homeownership rate for Black Americans stood at 45.7%, a slight increase from 45% in 2023, but still well below that of White households at 74.3%. Black women and Black Millennials, in particular, saw a decline in mortgage application rates.<\/p>\n<p><a href=\"https:\/\/www.homelight.com\/blog\/wp-content\/uploads\/2023\/02\/SHIBA-1.png\" target=\"_blank\"><img decoding=\"async\" width=\"683\" height=\"392\" src=\"https:\/\/www.homelight.com\/blog\/wp-content\/uploads\/2023\/02\/SHIBA-1.png\" class=\"attachment-content size-content\" alt=\"\" srcset=\"https:\/\/www.homelight.com\/blog\/wp-content\/uploads\/2023\/02\/SHIBA-1.png 683w, https:\/\/www.homelight.com\/blog\/wp-content\/uploads\/2023\/02\/SHIBA-1-64x37.png 64w, https:\/\/www.homelight.com\/blog\/wp-content\/uploads\/2023\/02\/SHIBA-1-128x73.png 128w, https:\/\/www.homelight.com\/blog\/wp-content\/uploads\/2023\/02\/SHIBA-1-192x110.png 192w, https:\/\/www.homelight.com\/blog\/wp-content\/uploads\/2023\/02\/SHIBA-1-432x248.png 432w, https:\/\/www.homelight.com\/blog\/wp-content\/uploads\/2023\/02\/SHIBA-1-500x287.png 500w, https:\/\/www.homelight.com\/blog\/wp-content\/uploads\/2023\/02\/SHIBA-1-100x57.png 100w, https:\/\/www.homelight.com\/blog\/wp-content\/uploads\/2023\/02\/SHIBA-1-200x115.png 200w, https:\/\/www.homelight.com\/blog\/wp-content\/uploads\/2023\/02\/SHIBA-1-300x172.png 300w, https:\/\/www.homelight.com\/blog\/wp-content\/uploads\/2023\/02\/SHIBA-1-400x230.png 400w, https:\/\/www.homelight.com\/blog\/wp-content\/uploads\/2023\/02\/SHIBA-1-600x344.png 600w\" sizes=\"(max-width: 683px) 100vw, 683px\" \/><\/a><\/p>\n<blockquote><p>\u201cFailing to show Black home seekers properties in non-Hispanic white neighborhoods and steering them exclusively to Black neighborhoods can greatly undermine the number and quality of housing options for Black households.\u201d<\/p><\/blockquote>\n<h3>Lower home appreciation and ownership rates<\/h3>\n<p>Another major consequence of steering on Black households? Homes in Black neighborhoods don\u2019t <a href=\"https:\/\/www.bankrate.com\/mortgages\/homes-in-black-neighborhoods-more-likely-to-get-low-appraisals\/\">appreciate in value<\/a> as much as homes in white neighborhoods, so those homeowners can\u2019t build as much wealth.<\/p>\n<p>A report commissioned by NAREB found that <a href=\"https:\/\/virginiarealtors.org\/2025\/02\/19\/nareb-2024-state-of-housing-in-black-america\/\">12% of homes in Black neighborhoods<\/a> were appraised at a price lower than the contract price, compared to 9% of homes in White neighborhoods.<\/p>\n<p><a href=\"https:\/\/www.americanprogress.org\/issues\/economy\/reports\/2019\/07\/15\/469838\/racial-disparities-home-appreciation\/\">Research from the American Center for Progress<\/a> also found that \u201cpast and present racial biases and discriminatory practices in real estate markets \u2014 such as redlining, steering, variations in appraisal methods, and appraisers\u2019 racialized perceptions of neighborhoods, among others \u2014 contribute to lower housing demand in African American neighborhoods.\u201d<\/p>\n<p>That lowered demand means lowered home prices.<\/p>\n<p>The study continues, \u201ceven after taking housing characteristics into consideration, homes in neighborhoods where there is a large concentration of African Americans as well as neighborhoods that are racially transitioning typically are worth less and appreciate at a lower rate than those in predominantly white neighborhoods.\u201d<\/p>\n<p>Meanwhile, a study by the Center for Retirement Research at Boston College revealed that, even if Black and White homeowners \u201cmight seem equally well situated to accumulate housing wealth,\u201d Black homeowners <a href=\"https:\/\/crr.bc.edu\/black-homeowners-build-less-wealth-than-white-counterparts\/\">only have 61 percent of the housing wealth<\/a> held by older White homeowners. The study controlled for income and basic demographics and followed homeowners who bought their first home between 1980-2000 and who were still homeowners at age 55. \u201cNot only did older Black homeowners start from a weaker position, but their housing wealth also grew more slowly over time,\u201d the study found.<\/p>\n<p><a href=\"https:\/\/www.homelight.com\/blog\/what-is-national-homeownership-month\/\">Homeownership<\/a> is often touted as a cornerstone of the American dream and the best way to build wealth in the U.S. Yet the opportunities don\u2019t play out equally for Black and white homeowners.<\/p>\n<h3>Segregation and school quality<\/h3>\n<p>Though we\u2019ve technically had integrated schools since the 1954 Supreme Court landmark case Brown v. Board of Education of Topeka, <a href=\"https:\/\/www.naacpldf.org\/case-issue\/why-are-schools-still-segregated\/\">schools remain segregated across the nation<\/a>, even today.<\/p>\n<p>In fact, a recent U.S. Government Accountability Office (GAO) report found that <a href=\"https:\/\/www.gao.gov\/products\/gao-22-104737\">more than a third of U.S. kids go to schools in racially concentrated districts<\/a> (meaning 75% or more of the students are of the same race). That same report highlighted that students who are poor, Black, and Hispanic generally attend schools with fewer resources and worse outcomes.<\/p>\n<h3>Lack of upward mobility<\/h3>\n<p>Another big way steering affects minority communities is through a lack of upward mobility.<\/p>\n<p>The <a href=\"https:\/\/www.nber.org\/papers\/w24826.pdf\">National Bureau of Economic Research explains<\/a> that even when controlling for buyers\u2019 location preferences and income, \u201cdiscriminatory steering alone can explain a disproportionate number of minority households found in high-poverty neighborhoods in the United States and could be an important contributor to the gap in intergenerational income mobility found between black-white households.\u201d<\/p>\n<p>\u201cIntergenerational\u201d is a key word here, because it means that Black families are held back for generations by steering. The practice can have both widespread and <a href=\"https:\/\/www.nationalacademies.org\/read\/27058\/chapter\/5\">longstanding effects<\/a> on minority homebuyers.<\/p>\n<h3>Pollution<\/h3>\n<p>Outside of making it harder for minorities to build wealth, steering can have major health effects for homeowners. That\u2019s because minority homebuyers tend to be pushed into areas with higher levels of pollution.<\/p>\n<p>The <a href=\"https:\/\/www.nber.org\/papers\/w24826.pdf\">National Bureau of Economic Research study<\/a> found that minority testers they sent out to buy homes were \u201csteered towards neighborhoods with higher concentrations of Superfund sites and releases from the Toxic Release Inventory (TRI).\u201d<\/p>\n<p>Another recent study from Ohio State University revealed that <a href=\"https:\/\/www.sciencedaily.com\/releases\/2019\/08\/190810094052.htm\">disease-causing air pollution is strong in certain pockets of the U.S.<\/a>, namely in areas populated by Black people and those with low income.<\/p>\n<div id=\"section--4\" data-toc-header=\"Other important definitions related to steering and housing discrimination\" data-toc-type=\"head\"><\/div>\n<h2>Other important definitions related to steering and housing discrimination<\/h2>\n<p>Steering isn\u2019t the only discriminatory practice minorities and other marginalized homebuyers face, and it isn\u2019t the only contributor to segregation. The issue is multilayered, and it\u2019s certainly not only real estate agents at fault.<\/p>\n<p>According to the <a href=\"https:\/\/nationalfairhousing.org\/wp-content\/uploads\/2017\/04\/EXECUTIVE-SUMMARY-ONLY.pdf\">National Fair Housing Alliance<\/a>, \u201cracial and ethnic disparities in access to credit, the compounding effects of the subprime lending and foreclosure crisis, and modern practices of discrimination, racial steering, and redlining have perpetuated racial segregation.\u201d<\/p>\n<p>There\u2019s a complex system in place that causes minorities to be disadvantaged when it comes to housing. Here are a few of the important terms to know.<\/p>\n<h3>Redlining<\/h3>\n<p>Redlining is a practice where lenders refuse to issue mortgages to buyers in certain so-called \u201chigher risk\u201d neighborhoods, like those that are low income or predominantly minority.<\/p>\n<p>Shockingly, redlining was done by the federal government. Back in the 1930s, after the New Deal was signed, the Federal Housing Authority \u2014 established in 1934 \u2014 actually color-coded maps, coloring \u201crisky\u201d neighborhoods in red (hence the term \u201credlining\u201d). The red areas represented places where the federal government wouldn\u2019t back home loans. You <a href=\"https:\/\/dsl.richmond.edu\/panorama\/redlining\/#loc=4\/39.775\/-101.118\">can still see those redlining maps today<\/a>.<\/p>\n<p>Although redlining is currently illegal thanks to the Fair Housing Act of 1968, the effects of this practice are still felt.<\/p>\n<p>\u201cWhen Black households eventually transition into homeownership, they are constrained to purchase less valuable first homes. In addition to having a smaller down payment, Black households are rarely able to purchase homes with the same amenities as White households because of historical redlining that pushed Black families into segregated neighborhoods with less public investment,\u201d shared the Center for Retirement Research at Boston College. \u201cResidential segregation not only limits the purchase price of Black homes, but also depresses subsequent growth in the value of the house. Since families typically live in the same house for long periods, slower appreciation leads to much lower compounding and ultimately, lower housing values.\u201d<\/p>\n<h3>Blockbusting<\/h3>\n<p>Blockbusting is a historic housing practice where real estate agents, developers, and speculators would convince white homeowners to sell their homes by drumming up fears that Black buyers were moving into the neighborhood and tanking home values.<\/p>\n<p>The white homeowners would panic and sell their homes at a loss. Then the real estate types would turn around and sell the homes to Black homebuyers for a massive, inflated profit. Very few homes were available to Black people at the time, so they had no choice but to pay these high prices.<\/p>\n<p>The practice of blockbusting is obviously illegal today, and it is no longer practiced explicitly. However, this type of fearmongering is still practiced in more implicit ways, such as through modern-day steering. Blockbusting was engineered to provoke white flight.<\/p>\n<h3>White flight<\/h3>\n<p>White flight is exactly what it sounds like: white people migrating from an area as it becomes more diverse. And although this might seem like a thing of the past, <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0049089X17305422\">recent research suggests that white people still flee areas as they become more diverse<\/a>, even more so in middle-class, suburban neighborhoods.<\/p>\n<div id=\"section--5\" data-toc-header=\"Are there any laws that prohibit steering?\" data-toc-type=\"head\"><\/div>\n<h2>Are there any laws that prohibit steering?<\/h2>\n<p>There is a major federal law that outlaws steering called the federal Fair Housing Act \u2014 also known as Title VIII of the 1968 Civil Rights Act.<\/p>\n<h3>The Fair Housing Act<\/h3>\n<p>The Fair Housing Act prohibits housing discrimination on the basis of race, color, sex, national origin, religion, familial status, or disability.<\/p>\n<p>The law protects home-seekers from discrimination whether they\u2019re buying or renting, getting a mortgage, seeking housing assistance, or engaging in any other housing-related activity.<\/p>\n<p>But what conduct, exactly, is prohibited under the Fair Housing Act? Here are a few examples.<\/p>\n<ul>\n<li aria-level=\"1\">Steering<\/li>\n<li aria-level=\"1\">Refusing to rent, sell, or negotiate on housing<\/li>\n<li aria-level=\"1\">Any other way of making housing unavailable, such as discouraging the purchase or rental of a property<\/li>\n<li aria-level=\"1\">Setting different terms for the sale or rental of a property<\/li>\n<li aria-level=\"1\">Charging different sales or rental prices<\/li>\n<li aria-level=\"1\">Requiring different qualification criteria on applications<\/li>\n<li aria-level=\"1\">Failing or delaying maintenance or repairs<\/li>\n<li aria-level=\"1\">Blockbusting<\/li>\n<li aria-level=\"1\">Redlining<\/li>\n<\/ul>\n<p>This list is far from exhaustive, (especially since <a href=\"https:\/\/www.hud.gov\/helping-americans\/fair-housing-act-overview\">there are a lot of nuances in housing discrimination<\/a>), but it makes one thing loud and clear: all homebuyers and renters should be treated equally by real estate professionals. This is the essence of the Fair Housing Act.<\/p>\n<p>And the provisions of the act truly protect everyone, not only those within protected classes. That means under the Fair Housing Act, <em><strong>you\u2019re protected against housing discrimination regardless <\/strong><\/em><strong>of your race, color, religion, sex, national origin, familial status, or disability.<\/strong><\/p>\n<h3>State and local housing discrimination laws<\/h3>\n<p>State and local laws can go further than the Fair Housing Act, and they often do. One way laws extend Fair Housing protections is by including even more protected groups than are covered by the federal law.<\/p>\n<p>For example, the <a href=\"https:\/\/ag.ny.gov\/publications\/fair-housing\">New York State Division of Human Rights Law<\/a> expands on the Fair Housing Act and includes housing protections for gender identity, sexual orientation, marital status, and military status.<\/p>\n<p>Make sure to look into your state\u2019s and city\u2019s housing discrimination laws. You might be surprised to find that it\u2019s much more extensive than the federal law.
