Thus woman is highly unprofessional she received a cash offer for a property - did not notify the owner of the bid and never responded She should not have a license and I will be filing complaints with regulatory bodies licensing her

Do NOT purchase a home from this person. You might find yourself on the hook for several thousand dollars worth of repair costs for undisclosed issues and incomplete work, and you will have absolutely no recourse. She'll tell you to your face that the basement doesn't leak, then you'll discover water pouring in during the first moderate rain. She'll sign off on the disclosure document that the HVAC system works, and you'll discover that it isn't even connected to a power source. She'll agree to make sure the washer and dryer hook-ups are connection-ready, and then they won't be. And if you give her the benefit of the doubt that these oversights and errors were accidental, and give her the opportunity to make it right, she will ignore you. So, like I said, DO NOT buy a home from this person.
